| To
garner the votes of the Veterans' Voting Bloc, any
candidate must make a public statement avowing to sponsor
ALL of the necessary legislation, or make a statement in
writing pledging to vote for ALL of the issues below; NOTE: Only the candidate for each
seat, who makes the pledge FIRST
will get our votes. Those fence sitters, who
subsequently make the pledge, will NOT.
1.
to enact the total entitlement for concurrent receipt
of both VA disability pay and military retirement
checks, without an offset of any kind for all
percentage disabilities, to include those personnel
who took early retirements, and those personnel
medically retired through no fault of their own. That
legislation shall include the necessary provision to
ensure this entitlement will not be subject to
budgetary review each year, but shall be
automatic. From which fund they decide to pay
it is up to the government, but it must be automatic
and not subject to suspension.
2.
to enact the necessary legislation to totally restore
the no-cost, earned, lifetime medical/dental care to
all retired military and their spouse as long as they
are married, or their widows who survive them, who
were on duty prior to Oct 1, 1995, their legal
dependents until the age of 21 - this is to include
personnel who took the early retirement option,
Reservists and National Guards who retired.
Again, how they fund it is up to the government as
long as they make it permanent and not subject to
suspension.
3.
to enact legislation to provide the necessary
logistical support to enable the VA to process
disability claims within six months of the time
filed, and a maximum of six months for each appellate
review.
4.
to enact legislation to change the Uniform Services
Former Spouses Protection Act by eliminating the
provision whereby retirement divisions are calculated
as of the date and rank at retirement, and replace it
with the rank at time of divorce. Also, to
change the provision which allows the former spouse
to continue getting the members' retirement after
he/she remarries.
5.
to enact legislation changing the effects of the
Feres Doctrine, whereby active duty personnel are
prevented from suing the government for medical
malpractice. We do not oppose the bar on
litigation involving accidental injuries suffered
during wartime, or training for wartime.
6.
to enact legislation requiring any national
legislative Bill affecting over 500,000 citizens, to
be voted on by the populace (providing a legal,
verifiable petition with at least 500,000 signatures
of registered voters is delivered to Congress), as a
referendum in the first national election, which
occurs not less than six months after delivery and
verification of the petition to Congress. The
Bills shall not be subject to any subsequent changes
other than the Presidential Veto. Funding for
the Bills, which receive a majority acceptance
vis-à-vis the popular vote, MUST be automatic.
In the
alternative, Congress may elect to vote on the Bill
themselves instead of having a popular Referendum, but it
must be voted on separate from any other legislation, and
funding also must be automatic. WHERE the funding
comes from, is up to Congress, as long as it is
automatically approved during the legislature during the
session immediately after it is voted into law.
This will eliminate the current ability of our
representatives to claim they did not vote for a Bill
because the other Party has tagged an unacceptable
provision to it, and their ability to claim they voted
for a Bill, but funding was not available. We have
modified this issue because we do not want to place such
an onerous burden on our elected representatives, as to
hamper their ability to effectively do their jobs.
This is the most important of the issue, because without
this ability to have accountability, we would not be able
to enforce the other five requirements.
It is
time for accountability, and these provisions outlined
above shall be necessary for ANY candidate to get our
votes. If they make the promises above and fail to
follow through, they will not get any of our votes for
re-election. That is as straightforward as it gets.
These
requirements apply to ANY candidate who wants our votes.
