ANALYSIS

According to a News Wire Service article in the NY Daily News (Aug. 17, 2003),
the US Treasury had until October 1 to decide whether to approve the proposed
rules permitting banks to accept the “matricula” ID card -- issued by the
Mexican government’s Ministry Of Mexicans Living In The United States to illegal
Mexican nationals (50% of all illegal immigrants).

However, on 9-18-03, the Treasury Department, under pressure from Democrats and
Republicans in Congress, said that it will leave in place rules that allow
financial institutions to accept Mexican identification cards, called matricula
consular, which often are used by undocumented immigrants to open bank accounts
and acquire other services. The agency received 34,602 comments from the public,
almost 90 percent in favor of leaving the rules alone.

The Associate Press reported: “The card is issued by Mexico's consulates in the
United States and shows the date of birth, a current photograph and the address
of the card holder. Many of the cards have been issued to Mexicans living in the
United States, including those in the country illegally. The decision is
considered a victory for immigration and Latino groups who have protested
efforts to prohibit use of the identification card as anti-immigrant and
anti-Hispanic. Financial institutions, too, had opposed any change in the rule.
Under heavy pressure from Congress, the Treasury Department decided to review
recently implemented rules for financial institutions on identification they can
accept from people opening accounts. The rules were mandated by the U.S. Patriot
Act passed into law after the Sept. 11, 2001 terrorist attacks.”
Critics call this a violation of U. S. sovereignty and a neo-amnesty
program. Advocates of aid to illegal immigrants say that the 1.4 million ID
cards issued since 2002, and millions more, are needed to help illegal
immigrants open bank accounts, board airplanes and obtain driver’s licenses.
These pro-illegal immigration organizations have “urged members to flood the
Treasury Department with favorable comments” to influence the decision prior to
October 1. Some 34, 602 followed this advice and voted at the Treasury
Department on the Net (www.ustreas.gov).
The pro-illegal immigrant campaign has been extremely successful and a
“sampling of the comments” received by Treasury thus far, indicates that the
pro-illegal immigration movement is “clearly in the majority.” See my piece --

ANALYSIS
by Tony Brown, coordinator of the famous “Walk To Freedom With Martin Luther
King” march on June 23, 1963, the largest civil rights march in history (up to
500,000 people, reported the official police sources). (Business Week magazine,
July 29, 1963 and The Wall Street Journal, July 25, 2003) Brown’s latest book is
“What Mama Taught Me,” which debuted at #3 on the Essence magazine best-seller
list.

“The Immigrant Workers Freedom Ride follows the tradition of the civil rights
movement that no group of people be excluded from the basic rights they
deserve,” said the union official (AFL-CIO and the Restaurant Employees
International Union) who is coordinating the 42-state, $1-million rolling-rally
junket to win legal (unassimilated) status/amnesty for about 13 million illegal
immigrants (over 50% from Mexico).

Even the AFL-CIO leadership is nervous about associating its long history of
righteous struggle on behalf of advocating for millions of illegals. One
national AFL-CIO leader said that “at some point it’s (the illegal alien
movement) going to need a legislative aspect.” In other words, the AFL-CIO is
watching the public reaction to its support of a movement of illegals before it
makes a final decision on how far to go. In fact (if President Bush and/or the
Democrats were on the side of the law), the illegal participants in the
“Freedom” rolling rallies could possibly face deportation.

Among the entitlement benefits these “exploited” illegals “deserve” and hope to
gain in this “freedom” (From what? An economic, politically and racist Mexican
cabal?) rolling-rally mobilization drive are: legal (citizenship) status;
amnesty; reunite illegal families with the remaining relatives from their
countries in the U. S.; elevate the “civil rights” of illegals as a priority on
par with strengthening U. S. borders and strengthening national security;
unionize illegal immigrants. They are owed all of this, the advocates say,
“because they are among the nation’s most exploited.” Driver’s licenses as
national ID cards are already available as a down payment on their “rights.”

The characterization of a hostile and racist America (although Americans ignore
the fact that the overwhelming majority of Mexicans who come here illegally are
brown-skinned Indians, and not the White middle class of Mexico) in those “civil
rights” demands and its treatment of immigrants is comparable to the intolerant
characterization of Americans that is offered to the Mexican people back home.
This is the propaganda that fuels the Mexican-government sponsored illegal
invasion. It is now the party line of the nationalistic U. S. so-called illegal
immigration “civil rights” movement (not to reform immigration so that legal
immigrants from all over the world -- not just Mexico -- are treated fairly and
allowed to enter the U. S. with specified legal rights). (For details on the

Ironies abound. Despite the fact that illegals from Mexico are encouraged (as
another “right”) to enter America without legal sanction, Mexican
anti-Americanism propaganda teaches them to reject the legal borders between the
U. S. and Mexico, and to regard American law as subordinate to Mexican laws and
Mexico’s government as their ultimate authority (President Vincente Fox, not
president george w. bush).

And whatever side you’re on -- whether you believe in law and order and American
national sovereignty or whether you believe that foreigners and foreign
governments “deserve the right” to obey whatever U. S. laws they choose -- you
cannot miss the next irony (as well as the convoluted logic):

Millions of illegals (and their American accomplices who uphold breaking a
legitimate law) sponsor a “Freedom Ride” of foreigners who have broken the law
to demand new laws to give them legal benefits for having broken the existing
laws.

Irony of ironies: To achieve unassimilated de facto citizenship without legal
sanction and patriotism, the illegal movement compares itself with a civil
rights movement that protected African-Americans who suffered slavery and
centuries of prejudice and discrimination. They believe this disingenuous
comparison gives illegals the “right” to break the already existing immigration
laws and receive benefits for doing so. So far, they’re winning benefits hands
over fist because both the Democrats and Republicans have made a deal with a
racist Mexican government to transfer as much of its poor, Indian population to
the U. S. as possible.

Therefore, while this national bus tour is called a “Freedom Ride” to draw
attention to “the basic rights they deserve,” its ignoble behavior is nothing
more than a disingenuous comparison to the moral struggle of African-Americans
who as American citizens fought to restore constitutional law so that all
Americans could obey the law of the land -- not violate it. These are two
opposing traditions.

critical mass that can solve the predicament for the entire nation with a
reasonable immigration reform plan that benefits everyone.
By that time enough of us will understand the predicament well enough to know
exactly what to do because the problem will be obvious. The problem, of course,
is always, “What are you going to do about the predicament?” We can make history
here and now if we decide to empower ourselves with the facts -- and share
