(DENVER CO) Responding to today's horrific terrorist attacks upon the United States of America, Rick Stanley, Libertarian candidate for the U.S. Senate from Colorado, issued the following statement: 

"Terrorism is a declaration of war. When a terrorist threat is made by Osama Bin Laden or any other terrorist, it is an open declaration of war against our country. It should be dealt with immediately as an act of aggression. Why does our government continue its failed policy of waiting for something to happen and then reacting after the fact? 

"Terrorism comes in two forms. One form is a perceived and announced threat. The second form is the actualization of the threat. Both forms of terrorism are examples of force initiated by an external group bent on the destruction of America. 

"In the future, U.S. citizens must be protected from both forms of terrorism. Our National policy for any form of terrorism must be an immediate Declaration of War by the United States, directed against any terrorist group threatening our security, and against any country aiding or abetting these criminals. An immediate attack using the full force of America's might should be the expected response from this day forward. Deterrence only works if the enemy knows that force will be met with a significantly stronger force. 

"This terrible tragedy should galvanize our resolve to never allow this to happen again. All terrorist groups who have announced a threat of force against the United States should be targeted and destroyed at the earliest possible opportunity. A message to the world must be issued, not with empty words, but with action. All countries harboring these terrorists should be given 24 hours to secure these terrorist groups and turn them over to the United States; or face the full wrath of the United States unleashed upon them by a Declaration of War. 

"Sadly, today's tragic events underscore the threats facing America now and in the future. On Sunday, September 9, 2001, I described these terrorist threats in a news release distributed to media outlets throughout Colorado. "Our government is using misplaced and misguided thinking when it speaks of building a totally irrelevant missile defense system. The obvious real threat to our country is terrorism."
