He has consistently slandered and bad-mouthed myself, and other Libertarian candidates. Biff Baker was the most recent slander victim of Mike Rosen. Please see the attached copy, to understand fully the breach of journalistic ethics this man consistently uses as a course of doing business on the air, and in print, while masquerading as a journalist. "Biff Baker is running for the U.S. House of Representatives, District 5, based in Colorado Springs, and has more honor and integrity in one finger than the little man Mike Rosen, who is known as the little Republican lackey, has in his entire body. Mike Rosen has a radio show on KOA 850 AM and a column in the Rocky Mountain News. Slander, intimidation, and innuendo are the orders of the day for Mike Rosen, the little Republican lackey." Also attached is a copy of the Legion of Merit which I received due to my work on multiple war plans here, and in the Middle East. I was designated a "Joint Specialty Officer" or JSO by the Joint Chiefs of Staff because I was in the top one-tenth of one percent of all Army officers in Joint and Combined Strategic Planning. In other words, you met the real McCoy. Further, your speculation that I was merely a technician or a "typist" after I hung up the phone reveals your true lack of character and integrity. You can, however, recover from this temporary flaw in truth by apologizing on the air and righting a wrong. Your slander against my military record was not appreciated. Further, I do not believe that
you have the moral authority to talk about war. You are
obviously entitled to your opinion, but you are
consistently WRONG when it comes to protecting the
freedoms of Americans against the current slippery slope
toward an authoritarian government. Further, my opponent for U.S. House of Representatives, District #5, Joel Hefley, has no military record! He did not serve in Korea or Viet Nam, whereas I joined during Viet Nam. Hefley has absolutely no concept of being shot or killed for freedom. Politicians don't keep us free, soldiers do! As do honest radio talk show hosts that are more interested in TRUTH rather than in promoting an incompetent, dishonest, career Politician like Joel Hefley. To answer your question as to why Libertarians don't win? Simple answer is a lack of press coverage. I am a West Point graduate, 22 years active duty in numerous combat zones. I served as a Diplomat for the American Embassy in Kuwait for two years as well. I am completing a Doctorate in Management (abd) from Colorado Technical University, and am prosecuting a $100 million case on fraud within government. Your response? $100 million is nothing! And further, you don't interview 'mere' third party candidates. Why don't Libertarians win? Because of corrupt members of the press who have sold out to the establishment. By the way, your apology on-the-air for slandering my military record and expertise will be gleefully accepted any time. Regards, NARRATIVE OF LEGION OF MERIT Lieutenant Colonel Biff L. Baker distinguished himself by exceptionally meritorious service during the period of 15 July 1990 through 15 July 2000 while serving in leadership positions of increasing responsibility at the tactical, operational and strategic levels in the United States Army. In each of these assignments, LTC Baker demonstrated dedication, self-sacrifice, and complete commitment to his country, his unit, and his soldiers. While serving as the Plans Officer for 11th Air Defense Artillery (ADA) Brigade in 1990, Biff Baker provided support to the deliberate planning process in XVIII Airborne Corps and Third US Army culminating in the completion of US Commander-in-Chief Central Command (USCINCCENT) Operations Plan for Defense of the Saudi Arabian peninsula. LTC Baker's initiatives resulted in the completed Intelligence Preparation of the Battlefield for the Iraqi Theater Ballistic Missile (TBM) threat, and deliberate planning for assigned and apportioned US Army ADA assets to support XVIII ABN Corps, Army Central Command (ARCENT), USCINCCENT, and coalition forces during Operation Desert Storm. LTC Baker's subsequent assignments from 1991 to 1993 included Battalion S-3 of 3-1 ADA (Hawk) and Brigade S-3 of 31st ADA Brigade. In these roles he transitioned the Hawk Battalion from Phase II to Phase III system. He was commended by Commander III US Corps for saving the US Government $800,000 in training costs and completing the entire battalion transition 3 months early. Under LTC Baker's guidance and in conjunction with the Hawk transition, 3-1 ADA deployed on several real-world counter-drug missions in support of Joint Task Force 6 (JTF-6). As Brigade S-3, LTC Baker taught the III Corps Deliberate Planning staff to incorporate Defended Asset Lists (DAL) and ADA defense design into each real world and exercise Operations Plan. This resulted in flawless execution of Brigade deployments to numerous exercises including Team Spirit, National Training Center (NTC), 5 Division and a Corps-level Battle Command Training Program (BCTP), and Roving Sands. The OPTEMPO was exceedingly high during this period, however under the leadership of LTC Baker; the 31st ADA Brigade planning staff received consistent praise and commendation from Commanding General, III US Corps for their superb support of Division and Corps exercises. As Brigade S3, he also served as lead user and operator under the Ballistic Missile Defense Organization (BMDO) for development and fielding of the Automated Brigade Air Defense Tactical Operations Center which is still in use today. From April 1994 to December 1996, LTC Biff Baker served as the Chief of Plans, J-5 for Commander in Chief North American Aerospace Defense Command (CINCNORAD). As Chief of Plans, LTC Baker played a critical role in the development, staffing, and approval of the binational NORAD Agreement (treaty) as well as lead for deliberate staff planning of the CINCNORAD Operations Plan, for the Air Sovereignty and Air Defense of the North American continent. These joint and combined documents required detailed planning, organizing, directing, and coordinating IAW Joint Operations Planning and Execution System (JOPES) and interface between NORAD, the US Joint Staff J-5/7, and the National Defense Headquarters of the Canadian Defense Services (CDS). LTC Baker conducted numerous OPLAN planning sessions followed by briefings to CINCNORAD, Chairman Joint Chiefs of Staff (CJCS), and Canadian Chief of CDS, culminating in binational approval. LTC Baker was also commended for his efforts to integrate Cruise Missile Defense (CMD) and Joint Theater Air and Missile Defense (JTAMD) concepts into the CINCNORAD OPLANs, concepts, and Integrated Priority Lists (IPL). After completing his Joint Duty with CINCNORAD J-5, LTC Baker was selected to field a Patriot Battalion in the State of Kuwait. This job required LTC Baker to serve simultaneously in multiple roles. As the Director for Air Defense -- Foreign Military Sales, LTC Biff Baker ensured the $800 million Kuwaiti Patriot contract remained on time and under budget. His efforts resulted in cost-savings of over $20 million and completion of all collective training events two months early. While serving as the Commander, for the Technical Assistance and Fielding Team (TAFT), LTC Baker, his Battalion Staff, Battery Commanders, and Platoon Sergeants developed a Kuwaiti command and staff, while serving as the de-facto 46th ADA Battalion (Patriot) chain of command. As the Kuwaiti officers and soldiers gained technical and tactical proficiency on the Patriot system, command and control of 46th Patriot Battalion was methodically and incrementally transferred to the Kuwaiti Chain of Command. After personally observing the combat readiness of 46th Patriot Battalion during Operation Desert Thunder and Operation Desert Fox, the US Ambassador to Kuwait and USCINCCENT both commended LTC Baker's Patriot program as the best they had seen, and a benchmark to emulate throughout the theater. While serving as the Air Defense Coordinator (ADCOORD) in support of Joint Task Force-Southwest Asia (JTF-SWA), LTC Biff Baker designed and completed the integration of air and missile command and control procedures, and Integrated Air Defense System (IADS) data link connectivity between: JTF-SWA Air Operations Center (AOC), Kuwait Air Force AOC, USAF Control and Reporting Element (CRE), Kuwaiti Air Defense Brigade, Kuwaiti Patriot and US Naval Forces from 5th Fleet. After codifying these relationships in the Airspace Control Order and obtaining binational approval, LTC Baker established quarterly multi-national Air Defense Exercises (ADX) which included US and Kuwait airframes, jammers, and missile systems. The procedures and exercises resulted in superb Joint Theater Air and Missile Defense 24/7 mission under combat conditions in the Kuwaiti IADS with zero fratricide. From January 1999 to July 2000, LTC Biff Baker served as the Director of Plans, G-3, Army Space Command (ARSPACE). As Director of Plans, LTC Baker reinitiated, taught, and stressed the importance of the Joint Operation Planning and Execution System (JOPES) processes in support of Army Component deliberate and crisis action planning. His initiatives have resulted in completion of Operations Plans, which support two Major Theater Wars and an omnibus OPLAN that can be used in any contingency worldwide. As a result of his vision, the ARSPACE planning staff now interfaces with Army Component staffs in Regional CINC headquarters ensuring inclusion into Regional time phase force deployment lists (TPFDL) and integrated priority lists (IPL). Through his personal efforts, ARSPACE is now recognized as a true force multiplier for full spectrum operations and both Major Theater Wars. Additionally, LTC Baker provided supervisory oversight and guidance on several highly visible and costly mission areas including: Computer Network Defense, Computer Network Attack, Special Technical Operations, National Missile Defense, Space Surveillance, Space Control, Strategic Planning/Army Performance Improvement Criteria, and Space requirements determination. LTC Baker's keen insights as an experienced Joint Specialty Officer (JSO) coupled with his unique space expertise enable him to break innovative ground in the planning and use of space products and capabilities to both the joint level and Army Warfighter's operational and tactical levels, thusly significantly influencing the United States Army's ability to benefit from the increasing role of space in military operations.
