"Combat Arms Survey" administered to Marines at Twentynine Palms

The following COMBAT ARMS SURVEY was sent to Geoff Metcalf by a U.S. Marine, with a (non-anonymous) note explaining that the survey was given May 10, 1994, at the Twenty-nine Palms (CA) Marine base, to a number of Marines from different units which had participated in either: Operation "Just Cause," "Desert Storm" or "Restore Hope."

The July 11 New American ("Police State Update", p. 10), discusses a telephone interview with the marine, who said that he was not aware of similar surveys being administered at other bases and that his impression was that the survey was research for a [Navy] commander's master's degree.

The marine also reported an article in the base's weekly newspaper, documenting a March '94 "high-profile tour" of the Twenty-nine Palms base by a delegation from the Council on Foreign Relations.

The following survey questions, except for the last one, were not reprinted in the July 11 New American article. They were forwarded by the magazine to the New Jersey Conservative PAC (NJCPAC, 2 Thornton Lane, Piscataway NJ 08854-5044 ph/fx:908-463-0797), which also reports that preliminary fact-finding at the base indicates that the "surveys came through the chain of command."

With the unearthing of old and newly improved executive orders recently we come to realise that this has been an ideological strategy that was designed long before the present U.S. administration. We are seeing the death throes of the US constitution and any semblance of democracy that may have initially existed with the founding fathers. It seems inevitable that the U.S. will become the epitome of a totalitarian rule with a further mandate to build on its already established cultural "McDonaldization" and geopolitical destruction of the planet. The above words from Kissinger giving a speech at the 1992 Bilderburg meeting in Evian, France, was recorded by a Swiss delegate, no doubt much to the chagrin of this "elder statesman", who was unaware of the taping. The barely disguised contempt for humanity is only too familiar within the ranks of the "Elite", and this man is particularly active at the moment.

No doubt he is seeing the beginnings of a Faustian pay-off for services rendered. I dread to think what misanthropic propaganda he is peddling behind the closed doors of conferences and special "interest groups" in 2003.

The Bush Reich has recently maneuvered another propagandist into the frontline in the guise of General Tommy Franks who gave an interview for the magazine Cigar Aficionado a couple of weeks ago. It stated that the General was ".the first high-ranking official to openly speculate that the Constitution could be scrapped in favor of a military form of government." Well now isn't't that handy coming hot on the heels of executive orders and the recent expansion of the PATRIOT Act? Tough talking Tommy goes on to say:

"the worst thing that could happen" is if terrorists acquire and then use a biological, chemical or nuclear weapon that inflicts heavy
casualties. If that happens, Franks said, "... the Western world, the free world, loses what it cherishes most, and that is freedom and
liberty we've seen for a couple of hundred years in this grand experiment that we call democracy."

Franks then offered "in a practical sense" what he thinks would happen in the aftermath of such an attack.

"It means the potential of a weapon of mass destruction and a terrorist, massive, casualty-producing event somewhere in the Western world - it may be in the United States of America - that causes our population to question our own Constitution and to begin to militarize our country in order to avoid a repeat of another mass, casualty-producing event. Which in fact, then begins to unravel the fabric of our Constitution. Two steps, very, very important."

Why of course! Questioning the constitution leads to militarizing the country - a natural step, right? It isn't too difficult to see that
Franks has, in all likelihood, the same agenda as Bush and the neo-conservative/fascist clan that surrounds him. He knows that the
lab-rat population have been manipulated to give the required response and he is dutifully playing his part in drawing out that response. By seeding certain thoughts within the minds of those who are susceptible to such ideas of "America under attack" and defending the largely false myths of American liberalism he plays his part in the propaganda   machine. Images of Pearl Harbour and the unknown soldier, keeping the star spangled banner aloft against terrible odds are persistently evoked in order to keep a patriotic fervour well and truly in the foreground.

Notice too his supreme arrogance in that he manages to include the whole "Western world, the free world." as though all nations are standing shoulder to shoulder with America who has naturally defined the very idea of democracy. Too bad it never existed. Such a subjective view of world opinion from a high-ranking general is disturbing, but not unsurprising.

Just as the manufacture of 9/11 was executed on time and on schedule so too will the next "terrorist" attack following on from the fattening of the calf that is the American people. No doubt this is EXACTLY what the shadow government has in mind and, just like any psychopaths worth their salt, they cannot resist giving out subtle hints as to how clever and powerful they are. He gives explicit clues as to the location of the attack and justifies and prepares in the minds of the population what they must sacrifice in order to protect the country from further terrorism. Namely, the constitution for a military dictatorship. He is clearly rather excited over the prospect of power should such a national emergency arise, though suitably dressing up such a constitutional disaster with a token layer of concern. It is as though Franks has been given a script and he is having a delightful time running through his lines. He manages to mention the key phrase: "massive casualty producing event" twice in the same sentence just to drive his point through. For Franks, democracy is no more than an "experiment" which will inevitably be done away with. And no bad thing according to this General.

Frank's cynical propaganda follows a familiar pattern, yet this clumsy speculation does not come without a reason, especially when we consider what is revealed in his sycophantic appraisal of the President's character. They are obviously batting for the same ideological team. It certainly gives us a clue to why he has been wheeled in at this juncture, almost parallel with the bombing of the HSBC building in
Istanbul:

"I think he will ultimately be judged as a man of extremely high character. A very thoughtful man, not having been appraised properly by those who would say he's not very smart. I find the contrary. I think he 's very, very bright. And I suspect that he'll be judged as a man who led this country through a crease in history effectively. Probably we'll think of him in years to come as an American hero." [1]

This evaluation alone, is enough to hold anything General Tommy Franks has to say with the utmost caution. Not only do we know that Bush is of extremely low character, of equally low intelligence and that he is very likely a psychopath, but that he has - probably more than any other President - been responsible for utterly destroying the flimsy fabric of American society. By design. By aligning himself so ingratiatingly with such a criminal, it is clear that Franks has been promised a big slice of the pie and a role in the New World Order. His words are so devoid of any humanity, knowledge and basic understanding of the reasons for this "crease" in history, that we come to the realisation that this definition of "heroism" can be nothing more than the predator looking for power at any cost. Purple heart or not. This general sees a chance to "serve" his country while it swallows up the rest of the world. It matters little the cause, only the effects.

Here we have a nation that has and will invade other countries in order to bomb and kill thousands of civilians to further its despotic aims under a pretext of "preemptive strikes" that is deeply insulting to anyone with half a neuron of humanity. These are dangerous psychopaths at the helm of a country that has reduced it's populace to some of the most mind controlled people on this earth, where successive executive orders most particularly during the Nixon, Carter, Reagan and Clinton administrations have brought us to a very dangerous stage indeed. And following the crimes of the PATRIOT Act, the recently passed obscenity that is PATRIOT Act II, and the Home Security Act, we find the following executive orders in the Federal Register which are passed without a whiff of red tape. And should a National emergency suddenly materialize then an executive tyranny will replace all notions of just governing. Most importantly, prior congressional approval is not needed for such directives - they are instantly effective once the National Emergency is declared:

EXECUTIVE ORDER 10990 allows the government to take over all modes of transportation and control of highways and seaports.

EXECUTIVE ORDER 10995 allows the government to seize and control the communication media.

EXECUTIVE ORDER 10997 allows the government to take over all electrical power, gas, petroleum, fuels and minerals.

EXECUTIVE ORDER 10998 allows the government to take over all food resources and farms.

EXECUTIVE ORDER 11000 allows the government to mobilize civilians into work brigades under government supervision.

EXECUTIVE ORDER 11001 allows the government to take over all health, education and welfare functions.

EXECUTIVE ORDER 11002 designates the Postmaster General to operate a national registration of all persons.

EXECUTIVE ORDER 11003 allows the government to take over all airports and aircraft, including commercial aircraft.

EXECUTIVE ORDER 11004 allows the Housing and Finance Authority to relocate communities, build new housing with public funds, designate areas to be abandoned, and establish new locations for populations.

EXECUTIVE ORDER 11005 allows the government to take over railroads, inland waterways and public storage facilities.

EXECUTIVE ORDER 11051 specifies the responsibility of the Office of Emergency Planning and gives authorization to put all Executive Orders into effect in times of increased international tensions and economic or financial crisis.

EXECUTIVE ORDER 11310 grants authority to the Department of Justice to enforce the plans set out in Executive Orders, to institute industrial support, to establish judicial and legislative liaison, to control all aliens, to operate penal and correctional institutions, and to advise and assist the President.

EXECUTIVE ORDER 11049 assigns emergency preparedness function to federal departments and agencies, consolidating 21 operative Executive Orders issued over a fifteen year period.

EXECUTIVE ORDER 11921 allows the Federal Emergency Preparedness Agency to develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and the flow of money in U.S. financial institution in any undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months.

EXECUTIVE ORDER 12148 created the Federal Emergency Management Agency (FEMA) that is to interface with the Department of Defense for civil defense planning and funding. An "emergency czar" was appointed. FEMA has only spent about 6 percent of its budget on national emergencies, the bulk of their funding has been used for the construction of secret underground facilities to assure continuity of government in case of a major emergency, foreign or domestic.

EXECUTIVE ORDER 12656 appointed the National Security Council as the principal body that should consider emergency powers. This allows the government to increase domestic intelligence and surveillance of U.S. citizens and would restrict the freedom of movement within the United States and granted the government the right to isolate large groups of civilians. The National Guard could be federalized to seal all borders and take control of U.S. air space and all ports of entry. Many of the figures in the Iran-Contra scandal were part of this emergency contingent, including Marine Colonel Oliver North. [2]

Let's not forget a selection of long forgotten acts that are now being homogenized into the above executive orders:

National Security Act of 1947

Allows for the strategic relocation of industries, services, government and other essential economic activities, and to rationalize the
requirements for manpower, resources and production facilities.

1950 Defense Production Act

Gives the President total control over all aspects of the economy.

International Emergency Economic Powers Act

Property of a national or foreign country can be seized by the President. These powers were transferred to FEMA during the Carter
administration and the unearthing of further executive orders in 1979.

The Violent Crime Control Act 1991

Provides additional powers to the President allowing the suspension of the Constitution and Constitutional rights of Americans during a "drug crisis". It provides for the construction of detention camps, seizure of property, and military control of populated areas.

The body responsible for enforcing these orders is the Federal Emergency Management Agency (FEMA) which has long been recognized as being a whole lot more than just an administrative agency during times of environmental disaster or national emergency. In fact, it has the most extraordinary capabilities that would leave any dictator beaming with anticipation. The true nature of FEMA has been nurtured for its role in overseeing the coming police state by branches of a Shadow Government that has been working steadily behind the scenes in conjunction with the military to ensure that an appropriate national emergency can be engineered as part of the Plan for a New World Order. These branches include: Council on Foreign Relations, Tri-lateral Commission The Bilderberg Group, National Security Council, Joint Chiefs of Staff and the National Program Office, all of which have an interesting history of deception and Machiavellian maneuverings. FEMA is a hermetically sealed symbol of totalitarian muscle, answering only to the National Security council, which in turn answers only to the President.

One thing that George IS able to do is scrawl his signature (with a steadying hand supplied by Attorney General Ashcroft), this is all that
is needed for these orders to take effect. Not only are they immediately enforceable but they cannot be restricted or altered by any department or individual - not even congress. If we follow the line of reasoning from Franks, are we to expect a "terrorist attack" on Congress? What a perfect solution to those pesky individuals who would oppose a "Seven Days in May" scenario. Striking at the heart of a perceived democracy would put paid to any ideological resistance at home, and to a certain degree, abroad. Remarkably, there already exists a commission to take over in the event of all or most of congress somehow being unable to fulfill their civic duty. Ingenuously named the "Continuity of Government Commission" they have this to say on their main page:

A0 "In the fall of 2002, the Continuity of Government Commission was launched to study and make recommendations for the continuity of our government institutions after a catastrophic attack. September 11th raises the possibility that foreign enemies might seriously disrupt the filling of vacancies in Congress, presidential succession, and achieving a quorum for the Court so much so that our basic institutions might not function in a normal constitutional manner."

Do we find this a little paranoid? I mean, what are the chances? One would suppose that, particularly in the aftermath of 9/11, the US
Congress and other major government buildings would be some of the safest places on earth, yet the members of this commission are in fact expecting and have planned for a successful attack. To understand the reasons for this we must understand the minds and agenda of the people behind it. The simple truth is that the "catastrophic event" that they speak of is not something that they fear but rather something that they seek to create at their earliest convenience.

The Neo Cons that presently inhabit the White house are extracting a fascist doctrine from the constitution (which, incidentally, was only ever meant to be a transitional document) whereby past executive orders from 1939 -1991 are focused into order 12919 which invests FEMA with astonishing powers. The ambiguity and vagueness of these orders becomes increasingly disturbing in that they are able to extend their meaning well into the outer reaches of what is deemed acceptable, then push it still further according to events as they unfold. What we see here is a consistent "layering" of the laws that produce an impenetrable tangle of legislation that serves to reinforce protocols, procedures, directives, and obscure acts into a solid wall of martial law from whichever direction one approaches. So serious are the infringements of liberty, it makes any notion of democracy and the pathetic justification of "protection" seem hilarious. Unfortunately, this is not a joke. It is a tragedy.

Recall executive order 11002. The end result of this directive means that all persons can be rounded up and interned indefinitely under the guise of relocation and "population control." What do you think is going to happen to those who oppose the Bush Administration and Attorney General Ashcroft's reinvention of justice? Are you a threat to America? Are you a terrorist? Are you an Arab? Do you smoke pot? According to Ashcroft's and FEMA's say so and the "Presidential stroke of a pen" - your life is theirs, with no recourse to ANY human rights or due process of the law. Why?

Because much of it doesn't exist anymore.

Sensationalist? Sadly, no. We must understand that most of these people are following their natures. They have no conscience. Their role is to ride on the backs of those who are vulnerable, dispossessed, mind-programmed and just plain ignorant. And let us not forget that micro-chipping the population has already started, as well as the preparation and use of concentration camps. If that is news to you
please begin to quicken your wrist action on the proverbial can. Those worms are overflowing.

We know that the US government and military is having a jolly time with suspected "Al-Qaeda terrorists" in the notorious US Marine Corps Prison camp at Gauntanamo Bay by continually breaching the Geneva convention, but how many of us realise this may be what is in store for Americans who are deemed enemies of the state, on opinion alone? Ashcroft will supply the warrant, FEMA the muscle, and Bush or the next President will light a cigar while the rest of us burn. The register has already begun and you can bet your devaluing dollar that if you are a vocal opponent of the Bush Administration (or even a silent one) and presently residing in the US - you will be noted as an enemy of the people.

The number of camps in the US is estimated to be well over 800 with full-time staff and round the clock guards. FEMA will be responsible for the running of the camps when martial law becomes official. Various historical reasons exist for the construction of these camps including the threat of nuclear war during the cold war, population control during social unrest, protection for the political elite, detention centres for immigrants etc. They exist in 48 states (as well as Hawaii) Guayanabo in Puerto Rico, a Federal prison camp facility. All to protect us from the evils of the outside world; those same evils that were created by much of American foreign policy in the last 50 years. The largest of these camps is near Fairbanks in Alaska which can house up to 2 million people. Gives you some idea where FEMA's house-keeping budget goes. But look on the bright side, when you find yourself locked up in a wooden shack the middle of nowhere (or Nebraska), finally you can say that the government has come good on it's promise, and found a way to keep you safe from those scary "terrorists". See, they weren't lying after all, they were just economical with the truth.

Back in the early eighties under the Hollywood politics of Ronald Reagan, a top secret program known as Rex 84 was established with the surface rationale of coping with a sudden influx of immigrants or illegal aliens crossing the Mexican/US border, which could then pose a threat to law and order. Euphemistically called a "readiness exercise," it was thought that appropriate measures must include the herding of "undesirables" or rather, Central Americans living in the US without documents. It was also parallel to operations taking place in Central America at the time. The US army and the National Guard would be deployed to engage in large scale "sweeps" across America with the assigned the task of detaining almost 500,000 immigrants. They would then find themselves herded into the aforementioned detention centres operated by FEMA. Rex 84 allowed military bases to be closed down and to be turned into prisons. This is one of a number of occasions in which the escalating climate of US led internal or international intimidation and coercion did not result in the implementation of said exercises However, REX 84 was held in high esteem by FEMA, where access to information regarding details of the plan were under the highest directives of secrecy. Lt. Col. Oliver North (of Iran-Contra scandal
fame) was responsible for the logistical and operational planning of the program. Martial law was the natural result of such a program and Ollie North was no doubt delighted to have been able to include the bright idea of rounding up 21 million Black Americans.should the need arise.

An article from the July Miami Herald in 1987 reported that John Brinkerhoff, the former deputy to a Former director of FEMA dealt with the implementation of Martial law within this national plan that seemed to be new and improved. And where do you think Mr Brinkerhoff is currently residing? Why, at the Anser Institute, a right-wing think-tank for Homeland Security where he was gleefully asserting the constitutional imperative to deploy US troops on the streets.should the need arise. Well, who would have thought it?

9/11 has come and gone and already we have the newly occupied country of Iraq where no links to terrorists or weapons of mass destruction have been found. It doesn't matter to Bush and his military fawns. All that was important was the pretext in order to ensure that the need DID arise. Bush Jr. was consequently advised that it would be pertinent to seal the details of Reagan's Presidential papers from further prying eyes. It was obviously far too revealing in that it would provide a "join the dots" scenario of the current crises.

What must also be mentioned is the fact that FEMA is responsible for operating several top secret facilities most of which do not appear on FEMA's official budgetary documents. Moreover, members of congress have been denied access to these expenditures. It seems that FEMA's budget is a bottomless pit into which huge amounts of money disappear only to resurface in the guise of refurbished and redeveloped old underground bases, the most famous of which can be found deep in bedrock beneath Mount Weather near Berryville, Virginia. Of course, it officially doesn' t exist. This could explain the strange underground vibrations and sounds that have been heard beneath many US cities over the past few years. They seem to be preparing for something...

REX 84 seemed to be part of a much more wide-ranging ethos of control during the Reagan Presidency. No surprise there, one only has to remember how the leap from Hollywood to the Oval office was business as usual for Ronnie. His "strings" were already untangled and available for pulling. All the Shadow Government had to do was to keep the scripts coming and keep those strings taut. As a consequence, much of the ground-work for the present state of affairs comes primarily from the Reagan era, with added help from Clinton who created further gargantuan tears in the fabric of the constitution. It is also interesting that many key personnel have found themselves back in their cosy niches ready for the big show, having fulfilled their roles some years before. This includes key seats in local elections, most recently with "The Terminator" Arnold Schwarzenegger whose abhorrent behaviour both onscreen and off was disturbingly prophetic of the ethos of this administration. This fact alone, that we elect a man who has made a living out of ultra-violent movies that propose pumping several rounds of the latest hi-tec weaponry into all those perceived as villains, should be enough to at least postpone such a vote of confidence.

The more important issue of zero political experience wasn't deemed worthy of ANY thought it seems. No doubt Arnie's on screen weapons mirror perfectly the latest advanced weapon technology that is sold by American and European companies throughout the world, and to the highest bidder. No doubt innocent bystanders in Arnie's movies who get mown down by his "heroism" are simply seen as "collateral damage." Much like the 10,000 civilians who died in the invasion of Iraq and much like the thousands more that will die in the continuing imperialist operations of the US military. America IS Hollywood and dangerously so. As such, we can understand the predictably juvenile comment of George Bush when quizzed about the rising resistance of Iraqi attacks in Baghdad: "Bring 'em on." said the cowboy junkie. The perception of such a man is very much in keeping with a "blow 'em away," mentality and so too, much of the American populace. Executive orders established by an executive branch of a shadow government are no more than excuses to do what is in the minds of those whose nature it is to feed, consume, maim and kill for prestige, glory and power. Nothing more.

It is therefore imperative that people wake up to the fact that this is not play-acting, it is not knee-jerk sensationalism. It is real. The
present administration are carrying out a long awaited totalitarian agenda that has a rich history, where The Fourth Reich is alive and
kicking and FEMA are its storm troopers in waiting. Once a National Emergency is declared and FEMA begins to goose step its way through your front door, there will be no contingency by which Constitutional power is restored. But hey, no need to worry right? The Bush administration is doing all this because it loves America and it's people? Well, this maybe true at certain levels of the administration. After all, the Nazis believed they were serving God and working in the interest of the "superior race", yet as we know, "Gods" like "superior races" come in many shapes and forms and reveal themselves to those for whom power and self-interest is the driving force, whatever your belief system.

For those that choose to deny and to scoff that such a thing is happening in their beloved States, right inside their own back yard, there will likely be an exceedingly small and brief window of opportunity to look beyond that white picket fence before it is replaced with something a little more durable, with less than pretty watchtowers and less than fluffy guard dogs. The threat of terrorism will be kept
out only by tolerating the rapid disappearance of all America's recognized freedoms. And once this has been fully relinquished, the face
of governmental salvation will be seen for what it is: An executive tyranny.for the people, by the people.
